Can I use a leaf blower to dry my car?

It moves water, but it is blowing unfiltered garden air across wet paint, which is how grit lands on a panel you have just cleaned. Blowers made for cars filter the intake. If a leaf blower is what you have, keep it well back and know the trade-off you are making.

Why does my coated car still get water spots?

Because the coating is working. Water sheets off so well the car looks dry while a thin film is still sitting there, and when that evaporates the minerals in it stay behind. The fix is drying the car rather than letting it finish itself.

Are water spots permanent?

Fresh ones usually come off with a detail spray. Left in sun they etch into the coating, and then it is machine work to remove them. That gap, between a wipe and a paid correction, is why drying matters more on a coated car than an uncoated one.
